Abstract

None of us, I suppose, would deny the basic assumption that greater efforts in research and technology would strengthen the economy, whether through improved agriculture or improved and diversified industrial output. If we make the further assumption that there will be a decision to invest substantially greater sums, both public and private, in research and development, there arises an important question: how shall we produce the scientific manpower required?
