This paper begins by considering the growing importance of Performance Measurement and Management Systems (PMMS) in the governance of complex public services and the theoretical and operational challenges this presents. Following on this analysis it explores the extent to which the `validity? of performance measures may be a key factor in determining the effectiveness of PMMS and whether this suggests a need to shift how such validity is generated. It outlines how conjoint analysis might be used to develop more `systemically valid? performance measures in complex public service environments. Finally, it describes a research programme to begin exploring the feasibility of such an approach.
