Abstract: It is now ten years since Mr. Bailey in his Presidential address of 1903 took as his subject "Ireland since the Famine." I am inclined to think that we now stand in 1913 upon the threshold of another mighty change, the industrial development of Ireland, and I propose tonight to see whether the last ten years bear out this view.
