Abstract:
The primary aim of this paper is to evaluate the effect which the following employment schemes (ES) had on the overall outflow rate and age-byduration outflow rates from unemployment in Ireland 1980(1)-1989(4): (a) Work Experience Programme (WEP); (b) Employment Incentive Scheme (EIS); (c) Enterprise Allowance Scheme (EAS); (d) Teamwork (TWK); (e) Social Employment Scheme (SES). Over the 1980s the proportion of longterm unemployment (LTU) in the total stock of unemployment has risen relentlessly for all age groups. The methodology used also allows us to test whether this change in the duration structure is an important factor in determining the overall outflow rate and age-by-duration outflow rates.
