Abstract:
The larger portion of the address which I had the honour of delivering before the Society at the opening of the present session, was devoted to the subject of the Boarding-out of Pauper Children. There were several aspects of that subject which I could not consider within the time then at my disposal. My object was, in fact, rather to present the broad views which seem to me to recommend that mode of dealing with certain classes of destitute children, than to state with anything like completeness the facts and arguments in its favour, and the replies to objections commonly urged against it. I therefore omitted a good deal of what might have been said, hoping before long to recur to the question.
