dc.description.abstractHere are two kinds of savings' bank, a joint stock savings' bank, and a government savings' bank. But the sort of institution to which I am about to direct your attention, is quite distinct from these in some essential characteristics. In the charitable savings' banks which now exist in the United Kingdom, the responsibility of management is divided between the department of government which has charge of the reduction of the national debt, and the charitable managers ; and neither the government nor the managers are necessarily liable for the acts of their clerks. And the question I propose to discuss is, what is the duty of the public with regard to such institutions ?en
