There are three separate issues involved. The first is as to the form in which the assets backing the note issue are held. The second is as between a Central Bank and a purely note-issuing body such as the Currency Commission. The third is the question of the currency standard to be chosen. It is essential to note that for the most part these issues are quite distinct.
